Pretty much everybody applied.  The allotments were made based on a
computer model which computed each possible allotment plan and found
the one with the greatest overall reduction in nighttime
interference.  So, paradoxically, WTRY got an ex-band allotment
precisely because their signal on 980 is very good -- eliminating that
signal would make a lot of other 980s' signals better.
