I don't buy that argument at all.  The only consideration for the FCC in that
regard should be what the station is doing on the air.  If a station is
promoting businesses in an obviously "commercial" manner than it should be
clear they are violating their non-commercial license.  If the car dealers and
beer distributors are giving money but not getting inappropriate commercial
plugs on the air there is nothing for the FCC to be concerned about.
