I am not a meteorologist, but in the weather business. I have seen Bruce's
posts to weather newsgroups.
The National Weather Service "Dopplers", technically known as Weather
Service Radar 88-D, are not located on a rooftop.
The NWS in Green Bay is one of my favorite Homepages:

This gives you a good look at the radar dome. And sometimes the webmaster
dresses up the dome. I have seen it depicted as a Snowman, Golfball and
even a Green Bay Packer.
The TV station dopplers cover a much smaller area. A C-Band dish could be
located atop a building, but the antenna would not change color.
There was alot of talk, on a weather newsgroup, about these privately owned
C-Band systems back in the spring of 1996. I did not archive the threads on
my hard drive. Possibly Bruce could tell us more about these systems.
Or better yet...Is it going to rain today Bruce??? Keep up the good work!!!
