Yes. It is simply a matter of editorial policy. Traditionally, most media
outlets did not name juveniles but that has changed in recent years. I
suspect the policy has changed at many editorial outlets because of the
increase in juvenile crime and because of some of the celebrated murder cases
that juveniles have been involved in.
Any law against naming juveniles would be unconstitutional.
