ARS, owner of ATS, might not care for this for competitive reasons.  Also,
99.5 is a Lowell station.  One has to ask whether it would still cover
Lowell with 3.16 mV/m or better.

Class B1?  The equivalent of a 4-1/2 -fold power cut, and its coverage
decrease, would hardly amount to much of a competitive advantage.  They
might be just as well off staying where they are.
