Donna,
I believe that one of the main reasons that ethnic stations are not
rated is because Arbitron will not do a special rating for ethnic
stations. Someone has to pay for those things. Also, it's entirely
possible that if an ethnic station really had a substantial base of
listeners in an area, such as Boston, they would show up in the
established books anyway. That is, if they truly had "listeners".
Seems to me a special rating among ethnic stations would be the best way
to go, especially since most people around here speak English.
