Public Service

I noticed the past two Sundays that stations like WBOS, WROR, and WFNX did
typical Public Service Programming for their respective COL.  However, I
noticed that WAAF simulcast their Public Service Program on Boston's 1150
about some Worcester organization.  

My question is:  Doesn't WAAF have to broadcast a Public Service Program
for Boston also since 1150 is licensed for Boston and not Worcester?
