I think he just wants to be able to hear the radio station.

The translator runs 55 watts and has a four- or five-mile coverage radius.
It's located on top of the Newport Hospital.

I'm not sure but I think I remember hearing that he recently transferred
ownership of the translator to the Newport Music Festival.
