No, it's not possible to design a practical combiner for two stations so 
close in frequency. They'll have to use separate towers.

If Ed Perry can manage with a single tower for 1510 -- remember, the 
Waltham facility is a four-tower directional array -- he could use a 
Valcom whip antenna like the one at WZBR 1410 in Hyde Park. It's 90 feet 
tall, costs $17,000, and doesn't need a lot of land (it's 
self-supporting). It is, however, limited to 5,000 watts. But I think any 
non-directional license for WMEX will not authroize even 5,000 watts, 
maybe just a kilowatt.
