That's one of the bizarre things that the FCC's optimization algorithm
did.  There are a number of cities in which stations are literally
ordered to swap channels.  In some cases there may be ordering
constraints, or the new channels may actually require different
directional antennas, but I'd expect a lot of these situations to be
resolved by formal petitions during the initial application period,
which the Commission has said they will consider provided they don't
delay the spectrum clearance.
