The "must carry" rules for subchannels are very simple: MVPDs (cable
and satellite providers) are not required to carry them.  To the
extent they do, it's either acting out of the goodness of their hearts
(yeah, right), or it's because their retransmission consent agreement
for the main program stream requires that they do so.
