The billboard is indeed for WXBR Brockton's new leased Haitian format.

There are dozens of Haitian pirates on AM and FM in Brockton, Randolph,
Mattapan, and Dorchester. Some have been around as long as 15 years, like
the 3 TX simulcast on 89.3 (Brockton, Randolph, Mattapan).
