W243DC in Needham appears to preclude 96.5.  It's not clear whether
the Commission is going to take any action on the request for channel
291D (106.1) instead; as Silberberg's engineering consultant notes,
106.1 is available for translators but not LPFM, but because of the
informal way the waiver petition was made, there's no way to find out
what the status of it is.  All the public records I've been able to
find say 96.5 is the frequency that was granted.
