As I said, I don't believe WXBJ would have gotten the license if his name was on the application. It's not as if the FCC won't license ex-pirates (Allan Weiner, J.P. Ferraro). But a lot of time passed in both cases. And I'm sure someone on the list can quote the wording against pirates in the FCC LPFM rules...
