Don't know.  There are two possibilities: either Paramount had a very
favorable contract the first time around, or ST:TOS is still
profitable enough that it was worth the expense of negotiating
additional airings.  However, there are two confounding factors: the
later films made (which involved many of the original cast) and the
fact that non-broadcast rights are handled differently.  You'd have to
ask an entertainment lawyer to know for sure.
