The FCC did step in - it issued a $17,000 notice of apparent liability
against operator Charles Clemons back in 2008.
But the FCC has only limited enforcement teeth on its own. It's the US
Attorney's office and Justice Department that pursue collection of that
fine and further prosecution. It is widely believed that political
factors have made that prosecution a very low priority.
