Last night Comcast broadcast an EBS test alert every 15 minutes

Following up on the discussion about a week ago, last night Comcast broadcast an EBS test alert every 15 minutes. How in the world did that happen? It was on all channels but not at the same time.

Called Comcast and they guy in Bombay, Singapore or wherever said they had escalated the ticket to the higher-ups.

He couldn't answer the question whether anybody was on the switch in the US at the time.
