In countries where metric units are required in advertising, car
companies use fuel consumption rather than fuel efficiency.  So 25
mi/gal would be advertised as 9.4 L/100 km.

I remember seeing PSAs on Canadian television in the early 1980s
explaining the difference.  Of course, in Canada, they had been using
Imperial gallons before the switch.
