I thought that there is a separate HD transmitter which is usually combined
into
a common antenna, though in some cases they have a separate antenne too.

Although the center frequency is the same, there are two transmitters.

That being said, since the callsign is encoded into the data stream, I don't
understand why there is a requirement that the HD channel has to be
identified.
at all.  Of course WZID in Manchester seems to revert to the string "HD"
sometimes.
Maybe that's why.
