They couldn't, at least not on the AM dial, because channel 66 was 
WHUB-TV, with the calls licensed from the Cookeville, Tennessee AM 
station that's been WHUB since time immemorial.

One supposes that a sufficiently interested party could similarly 
license those calls to create a WHUB-FM, but the logical home for those 
calls decided it made more sense to be WBZ-FM instead (and at no cost!), 
and it's hard to argue with that choice.
