Any change can only diminish the applicant's claims.

Say you propose a theoretical tower that gives you an advantage, and you win 
based on that advantage. If you modify your proposal, you have to show that 
you maintain that advantage. That's unlikely if you are moving to an 
existing tower, since other applicants had either proposed that tower or 
looked at it and found something better.
