Probably it will be enforced in the same way that EAS was enforced:
the FCC sends around inspectors to observe that the correct equipment
is installed and appears to be working, and takes the station's word
for it that it's configured correctly, unless it receives a credible
(read: from a competitor) allegation to the contrary based on actual
measurements of the data stream.
