WCVB is not an ABC O&O, it's owned by Hearst-Argyle.   The only H-A station
in NC is WXII, which is
an NBC affliate.  WTVD is an ABC O&O in Raleigh-Durham.

This looks like two separate local 'disputes'.

This situation is not uncommon.  Fox Sports and some other Fox-owner cable
channels were blacked
out on Dish Network this past October for similar reasons.
