Twitter & Iran

With all our joking about Twitter it seems to be performing amazing things in Iran. I thought I knew a lot about the technical side of the internet, and I can't understand how that service and the internet in general can't be shut down by the government. Are they using "proxies" like spammers do? Could they have their own satellite connections?
