True - it's still his responsibility to make sure he had valid insurance on the car. Your license can be suspended for things you never even think of, like not getting a rabies shot for your pet.

This seems more serious than a lack of a renewal notice,
or "paperwork snafu."  Apparently the license was suspended
for some kind of insurance law violation.  At least that's what
the news story says.
