Not unheard of... same claim against Neilsen when
the LPM's were being rolled out, IIRC.

(I seem
to recall the meters being thrown into a local waterway by a minority
community, with some people claiming they felt it was a way for the
government to monitor them; but I cannot find reference to it now)
