You appear to be under the mistaken belief that government ownership
and public ownership are different things.  They are not.  The
government is the mechanism by which the public exercises its
collective ownership.  (That's true of everything which is in public
ownership, from Yellowstone National Park to the Smithsonian
Institution.)
