The Supreme Court, in a 1984 decision (FCC vs. League of Women Voters, 468 US 364), ruled that the scarcity reasoning for such a law was no longer applicable and therefore the Doctrine served to limit public debate. Repeal of portions of the Doctrine began in 1985 under FCC chairman Mark Fowler, who claimed that the Doctrine was contrary to the public interest and violated the First Amendment. The final repeal occurred in August 1987.
