I think it is Carole Bayer Sager (ex Mrs. Burt Bacharach) and her only hit, "You're Moving Out Today," c1979.

Barry has used the Chapin tune in a bumper or two but the one I'm thinking of has
what I think is a woman singing "forty fives" (not sure where it's from).
Musically it sounds like the notes F#, G, and A.
