Yes and no.  If set up properly, the technology for EAS works just 
fine.  Alas, if no one activates the system there is no alert.  In my 
experience, the state emergency management office (pick a state, any 
state) is the weak link.  Of course when the system fails, it's us 
broadcasters that get blamed.
