As far as I know, the pertinent rule is 47 CFR §76.57, which states in part that cable-channel assignments for must-carry stations in a community are up to the station or may be mutually agreed upon by both the station and the cable operator, and any existing agreements for channel assignments would not stop at the DTV transition date.  Further, it appears from the wording of the rule that the data stream which contains the channel-display info for DTV stations would have to be transmitted intact through the cable system.
