That is exactly my point-- just like in the Cocoanut Grove fire, it 
was one little guy (a bus boy) who got blamed, while the bigger 
fish-- who knew there were things wrong but did nothing about them-- 
didn't suffer any imprisonment.  The fire inspectors were obviously 
corrupt, as were a number of other people, so why is only the Great 
White tour manager sitting in jail?
