Chaotic Sound Bites

I'm in need of some chaotic sounding "disaster in process" type sound bites
(ie. non-descript reporter chatter, sirens, scanner noise, etc) to use as an
intro and background for a PSA that I'm working on for a disaster relief
organization.  Does anyone have a good source for these, or better,
something lying around that I could use?
