Actually, the FCC doesn't have to do anything -- the license simply
expires.  Even if the FCC doesn't know that a station is silent for a
year, at the end of that period the license ceases to exist (47 USC
312(g), 47 CFR 73.1740(c), and 47 CFR 73.561(d)).  For NCE-FM
stations, 73.561(a) permits stations to remain silent ``during those
days designated on the official school calendar as vacation or recess
periods.''
