Well, Newt Gingrich did talk about abolishing the FCC. When you would like to abolish a
government program and can't get away with doing so, you sabotage it instead -- cut its
budget so that it can't do what it's supposed to do and appoint people to its board who are
opposed to the program. Then, when the agency doesn't do its job, you use it as an
example of the claim that government programs don't work.
