More likely because Dish and DirecTV don't want to use up their scarce 
transponder space on regional channels except for sports, which of 
course is a huge draw.  They wouldn't carry channel 9, 11, 50, 66, 68, 
or a few others for the Boston market if the government didn't require 
them to.
