WKCI break-in on WDRC-FM 102.9

I'm thinking EAS might be the likely culprit - isn't WKCI an EAS primary 
for southern Connecticut? Presumably WDRC-FM monitors it, among other 
stations, and perhaps the EAS receiver got potted up by mistake...
