It helps if you're familiar with underwriting, especially from WBUR (which
has consistently ridden the line for a decade) and also familiar with
FCC-speak (which is similar to legal-speak), but there's a good breakdown here:

As is per usual with the FCC, underwriting rules are less about what you
CAN do but rather more about what you CANNOT do.
