Isn't starting something of this magnitude, without first hiring a manager to oversee it's design & implementation, putting the cart WAAAYYY before the horse?  

Or is this just yet another typical case of - "Hey! We got a deadline set already (by someone unfamiliar with what it all takes) and meeting that deadline is way more important than the quality of the product..."?
