Interesting! A check of zap2it.com, which allows you to plug in zip codes 
and pull up cable channel listings for the community
in question, shows that Adelphia's State College lineup includes these 
broadcast stations:

3 WPSX University Park (PBS - 3)
5 WATM Altoona (ABC - 23)
6 WJAC Johnstown (NBC - 6)
8 WWCP Johnstown (Fox - 8)
10 WTAJ Altoona (CBS - 10)
11 WKBS Altoona (religious - 47)
13 WNEP Scranton (ABC - 16)
25 WPIX New York (WB - 11)

No UPN there at all.

Zap2it also shows, for zip 16802, a "Penn State University Park Cable," 
which they say includes

3 - WPSX
5 - WATM
10 - WTAJ
13 - WNEP
14 - WWCP
15 - WJAC
42 - WPIX
55 - WPXI Pittsburgh (NBC - 11)
76 - WNPA Jeannette (UPN - 19)

Does this resemble your system at Penn State? It's an interesting channel 
list overall; very heavy on services like
SCOLA, RAI, Newsworld International, NASA, College Sports TV, Deutsche 
Welle TV, Tech TV, BBC America and other
presumably culturally important services. (Though VH1, MTV, Spike and so 
forth make it on the system on higher
channels...)
