No, they can't.  Groups like RFB, which are on record as having broadcast without a license in violation of the law, are ineligible, thanks to an amendment to the LPFM rulemaking which was imposed on the FCC by Congress.

That's the irony.  If they had not done what they're doing now, they would have been eligible, and possibly would now be on the air legally.
