Comcast here in Salem just sent the message out over every channel for about
15 minutes.  Text with a State Trooper call in via phone.  It looks like the
system is automated fro the SP to be able to activate it.  It might have
been more effective to leave the local stations passing through so more
details could be shared.  Not a perfect system yet...
