The low-power non-comm's are exempt from many rules.

I would think that the FCC wouldn't proceed with any action due to a
complaint about this, unless it was from another broadcaster that was
squawking about needless interference.....(dead-carries with NO programming)
Truth is they are such a small facilitiy no one cares.  The licensee doesn't
care, listreners don't care, other stations don't care.....

As far as WCOZ....sometimes stations will ask for a temporary exemption.
(WKLB/WCLB/WBCS comes to mind.   They petitioned the FCC for a temporary
waiver to simulcast while they rebuilt facilities.)
