It's legit...an LPFM.  The FCC doesn't have the call letters registered 
yet, but here's the record:

There's also an app for a co-channel translator in Dover, NH as well....1 
watt at 30m AGL.  This one by Communications Specialists Company.  I think 
that's a guy named Jim Andrews...
