The short answer is: No.

The longer version:

The First- and Second-Class Radiotelephone Licenses were folded into the General-Class Radiotelephone License in 1981, and anyone who renewed their First or Second before the end of 1983 got a permanent General with no restrictive endorsements.  Anyone who got a General after 1/1/1984 received one with an endorsement specifically prohibiting its use at broadcast stations (which was rendered moot a few years later).

The Third-Class Radiotelephone Permit still exists, but the broadcast endorsement was not issued after 1/1/1984.  The Third is still required to operate some shipboard radios.
