Yes, it can. However it's not easy to do and it must be properly designed
and executed. Because it is frequently cheaper to do it wrong, it is often
done wrong at many colleges.

It didn't. It became the behemoth after BU cut off the funding to
WBUR. Actually it became the behemoth BECAUSE the funding was cut
off. It was grow-or-die.
