Interestingly enough, I noticed this point on the form to transfer a 
license to a new owner - it's under the Assignee section:

Program Service Certification. Assignee certifies that it is cognizant of 
and will comply with its obligations as a Commission licensee to present a 
program service responsive to the issues of public concern facing the 
station's community of license and service area.


So I guess technically there is a written rule about how you're supposed to 
serve your community of license.
