Amber Alerts again

NPR is reporting that Elizabeth Smart's father is calling for Congress to 
pass the national Amber Alert bill (that affects more than just radio & TV) 
that has already passed the Senate in January.  CNN.com has it too:

Methinks given the attention it will likely pass and pass quickly.

Does the bill make Amber Alerts mandatory for stations, or will it remain 
voluntary?
