To tell you the truth I can only speculate about the complete answer to
your question.  The Connection is distributed by NPR but On Point is not.
  On Point is marketed to other stations by the WBUR Group (the other
major station in the WBUR Group is WRNI and therefore it gets credit). 
Yes, On Point is on the bird and  it is picked up in other markets.  WBUR
is responsible for getting it onto the bird for distribution.  WBUR 
takes On Point live off the bird  just like the every other station that
carries the show, (not from Studio 3 PGM although I do use that as a
backup) in order to make sure that there is no problem with the uplink.  
I don't know the details of the distribution or marketing of the program,
 Jane doesn't consult me on those things  ;-)
