I've been told that NYC...esp. Brooklyn...was a pirate haven for a long 
time, although I've heard that recently several notorious Brooklyn pirates 
were busted by the FCC.   I imagine those marshalls who went in to shut 
them down came with a SWAT team backing them up - the locals tell me the 
pirates were in pretty rough sections of town and the listeners were the 
sort of folks who wouldn't look kindly on the feds.

I've heard the FM favorite for pirates - 89.3FM - is filled again...someone 
up in Malden or thereabouts, or so I'm told.
